Grant PUD Proposed Business Practice: Intra-hour Requests for Interchange

1. Purpose:
To better accommodate real-time changes in loads and resources, this business practice describes the use of Intra-hour Requests for Interchange (e-Tags) to allow for within hour scheduling transactions.

2. Policy

2.1. Grant County PUD (GCPUD) supports accepting intra-hour transactions without any emergency qualifiers required.

2.2. Intra-hour Requests for Interchange will be permitted on new transactions only and will
be accommodated if practicable as determined by GCPUD provided that the Delivering Party and Receiving Party also agree to the transaction.

2.3. Intra-hour transactions will be limited to one transaction per customer per impacted hour unless agreed to by GCPUD real-time staff.

2.4. This business practice applies to Intra-hour e-Tags only. If needed, it will be the responsibility of the requesting party to secure Intra-hour transmission service prior to submitting an Intra-hour e-Tag.

2.5. An Intra-hour transaction will not be allowed to bump any implemented transaction.

2.6. Intra-hour e-Tags submitted in accordance with this business practice are subject to approval by all counterparties that are included on the e-Tag. If the counterparties on the e-Tags do not follow accommodating intra-hour practices, the Intra-hour e-Tags will be given a composite status of “Denied” and will not be implemented.

2.7.  GCPUD will apply best efforts to process and implement Intra-hour transactions and as this is a voluntary activity is under no obligation or responsibility in the event that an intra-hour transaction was unable to be processed and by result reached a dead or denied status.

2.8. Approval of submitted Within-Hour Non-Firm Schedules are subject to any restrictions GCPUD may have at the time of the submittal, including, but not limited to, system operating conditions which, with the addition of the request, could result in:

    • The inability of GCPUD to implement due to physical limitations.
    • Violation of one or more of the FERC regulations or NERC reliability standards,
    • Violation of governing statutes, regulations, laws or written reliability requirements,

3. Definition:

An Intra-hour Request for Interchange is an e-Tag that arranges a transaction for the current operating hour, and has its Start Time within the hour.

4. Practice:

4.1. Intra-Hour Transmission Service must be obtained, either purchased or redirected on a
non-firm basis, before it is identified on an e-Tag. It is acceptable to use existing firm or
non-firm service of the path if available.

4.2. Intra-hour e-Tags must be submitted as new e-Tags. Adjustments to existing e-Tags are
not allowed.

4.3. Intra-hour e-Tags must be submitted between XX:00 - XX:45 of the operating hour allowing for a minimum of 10 minutes prior to the e-Tag ramp start time, unless agreed to by GCPUD
real-time staff.

4.4. The Start Time of an Intra-Hour e-Tag must be set between XX:00 - XX:45.

4.5. Straddle ramp duration will be 10 minutes.

4.6. New Intra-Hour e-Tags should include the value of INTRA_HOUR in the misc info field.

4.7. Intra-hour transactions are processed, on a best efforts, as available, first come, first served, basis.

4.8. GCPUD’s approval of an Intra-hour e-Tag request does not guarantee the performance of all parties in the transaction.
